You have had copies of minutes from M & V Dept. proponing to Mr. C.P. Scott that we should seek authority on a "pant performance" buaia to allot to Hong Kong 20 employment vouchers a year which otherwine would go to the remaining dependent territories (except Gibraltar) this would be subject to annual

review,

I have asked Mr. Scott to hold up action until I have had commentu from you. (I um not very impressed with the Governor's roquest at a time of labour shortage in Hong Kong, but recognino that there will be a substantial out in any onse).
