1 Our special concession to Gibraltar would not be affected by whatever is done about Hong Kong; nor our ave other AIOD territories at present taking up any significant number of entry vouchers. Nevertheless I suggest that when

the Commonwealth as a whole is being required to accept a reduction, Hong Kong should be called on to make a particularly good case for exemption. If HMG have obligations to Hong Kong comparable to those we accept for Malta and Gibraltar, then some particular concession would seem justified.

So far as

I can make out, from the M & V Department minutes, no such

obligation exists.

I am therefore not over much in favour, even of the limited concession proposed by M & V Department.
