COPIES OF TELEGRAMS TO HONG KONG GOVERNMENT OFFICE
I spoke to the Head of the Additional Distribution Section of Communications Dept. concerning the
embarrassing final note that appeared on Hong Kong Telno 202 to FCO of 24 March.

This note was the fault of the Telegram Distributors who failed to delete what was only a temporary instruction to them from the Signal Office at Hanslope.
3. The Signal Office has facilities to transmit direct to the Posts listed at the head of the Telegram, but not, of course, to the Hong Kong Government Office. So they quite properly appended the note saying 'repeated as requested except to the HKGO' for the benefit of the Distributors, so that they would take action. In fact,
the distributors did send a copy to the HKGO, but they failed to delete or suitably amend the Signal Office note which as a result came out on the photocopies.
