Thank you for your letter of 30 March.

I was most interested in the note prepared by Stuart Webb-Johnson and I have in fact sent copies round the Office.

Thank you also for sending me a copy of Hong Kong telegram to the FCO number 202 of 24 March. We have spoken to the eople in our Communications Department who deal with the distribution of telegrams and they have explained that the note "repeated as requested except Hong Kong Government

Tice London" was only a temporary instruction to them from the Signal Office at Hanslope. That office has of course facilities to transmit direct to the posts listed at the head of the telegram but not to the Hong Kong Government Crfice. The note was an instruction to the telegram distributors in Communicatione Department. The distributors did what they

should have done that is to say they have sent a copy of the telegram to you but they failed to delete the note from the Bignal Office to them which was reproduced on the photocopies.

I thought there would be some simple explanation like this.
