and who are not patrols

As you are no doubt aware, the United Kingdom's

own immigration legislation is such that citizens

of the United Kingdom and Colonies who belong to

dependent territories (including Hong Kong)are

subject to immigration control on entry into this

country. Under the Immigration Bill now before

Parliament they will remain subject to such control

during their first 5 years residence here.

Thereafter, provided that, they have complied with

any conditions attached to their stay, they will

cease to be subject to such control. The Hong Kong

legislation will makes a similar provision in respect

of citizens of the United Kingdom and Colonies who

reside in Hong Kong.
