Bribery and corruption are often resorted to, and so are lying and
deceitfulness, as well as continual attempts to get more than one has at

the expense of a neighbour. Not only does this lead to quarrelling, broken homes, and a very unsatisfactory environment for the children, but it is otally disruptive of community spirit, and society as a whole suffers.

In any overorowded slum area, and is not peculiar to Hong Kong resettle-
ent slums.
The other weaknesses of the resettlement programme may be more ypionl of Hong Kong.

The individual living units have no kitchon or running wator, and a akeshift kerosino stove is usually riggod up on the balcony. The refuse isposal is totally inadequate, so the poople usually throw rubbish such s orange peel, waste paper, and the occasional bottle, over the balcony
