The Council considered memorandum XCR(71)237.

The Council ADVISED and the Governor ORDERED:

that the planning of the proposed housing estate at Sha Tin should proceed on the general lines described in the memorandum, subject to further consideration when the detailed costs and the rents to be charged are known and subject to the provision of funds by the Finance Committee of the Legislative Council for its construction.
