Thank you for your letter of 25 February about

I am now enclosing a copy of a letter sent to Joe Garner by the Worker-Student Political Action Committee. As you will see, this deals mainly with the conditions on resettler ent estates. It has been sent to the Press and Baroness Summerskill, and in case we are tackled by them it would be most helpful if you could let us have your comments as soon as possible. We already know of course from your letter of 25 February that the Housing Board have plans for the relief of overcrowding in the estates but could you please give us some indication of the extent to which the problem will be solved by the implementation of the Board's proposals?

Garner consulted us about his reply to the Action Committee and with our agreement he took the line that he did not think the letter affected the validity of his general argument that very many Governments did very much less than the Hong Kong Government. You may remember that this was the argument he put forward during the debate in the House of Lords making the point that no doubt all Govern ents could do more.
