(m) in future the Urban Council's Standing Orders will be subject to
the approval of Legislative Council. (Para. 16);
(n) Council members appointed to serve on official Committees will
normally do so only on a personal basis. (Para. 17);
(o) the present franchise will be substantially retained. (Para. 18); (p) it is proposed that the new arrangements should come into effect
on 1st April 1973. (Para. 31).
