(b) the Urban Council's interest in public housing will remain un- changed until a decision can be taken on how best to co-ordinate activities in this field. (Paras. 7(d) and 28);

(c) for the future the Urban Council's functions (which will continue to be categorized as either mandatory or permissive) will be de- fined by legislation and will fall under the following headings: (i) environmental public health, including sanitation and

hygiene;

(ii) recreation and amenities, including the provision of enter-

tainment by the Urban Council;

(iii) the provision of certain cultural services. (Para. 7);

(d) the Urban Council's title will remain unchanged. (Para. 9); (e) the Urban Council will be given substantial financial autonomy and be granted power to raise a rate of its own. (Paras. 10, 21-25);

(f) subject to the approval of the Finance Committee of Legislative Council, the Urban Council will be given an initial grant on a once-for-all basis. (Para. 24);

(g) the Public Works Department will complete at Government's expense items currently in Categories A, D and E of the Public Works Programme if the Urban Council so wishes. (Para. 26);

(h) the Public Works Department will continue to build, and Government pay for, abattoirs, incinerators, crematoria and other highly technical installations where there is agreement that these are required. (Para 26);

(i) the Urban Council will continue to work through the Urban Services Department and will bear the cost of the departmental staff provided. (Para. 20);

(j) the Council will be free to select its own Chairman either from

within or without the Council. (Para. 11);

(k) officials will cease to serve as members of the Council. (Para. 13);

(1) four extra seats in addition to the present seats for unofficial members (two elected, two appointed) will be created making the membership twenty-four. (Para. 14);
