It is understood that in the course of discussions on this subject which you had in Hong Kong with the Parliamentary Under- Secretary of State on 11 October, 1970, you envisaged that proposals would be put to your Executive Council within some six weeks of that date. It is also understood that it was agreed that any such proposals would be sent to us simultaneously with their circulation to Executive Council.
