The Hongkong Civic Association Executive Committee wish to bring the following major problems to the attention of Messrs. Peter Blaker and T. Fortesque:

As regards the Urban Council, it is urged that before expiration of the present Governor's term of office, steps be taken to allocate to the Urban Council a portion? of the rates so as to give the Daban Council some financial responsibility.
