APPOINTMENTS TO THE SUPREME COURT

1.

Rather belatedly I wish to refer to my letter

No HKK 14/30 of 4 November 1970, addressed to ?

Holmes, the then Acting Colonial Secretary, on

appointments from the Bar to the Supreme Court.

2.

Much of this letter was devoted to the advisability

or otherwise of appointments to the Supreme Court being

made from the Bar and to the form of reply to be sent to

Gerald de Bas to who had been conducting a campaign on the

subject. From the Governor's Saving Despatch No Staff

32 of 10 March you will recall the suggestion to issue a

circular to all officers of the Judiciary and the three

government legal departments warning them that

appointments from Bar to Supreme Court were a possibility.

Our comments on this proposal eventually reached you in

my letter No HKK 14/14 of 7 July to Hugh Norman-Walker

and the matter rests with your telegram No 499 and our

reply No 548.

3. The final paragraph of my letter to Holmes raised

the question of pensions in respect of Judges appointed

from the local Bar and it is on this subject you may care

to have the benefit of ODA advice.
