You may recall that at our meeting, we also discussed the possibility of a substantial grant from Britain to assist in setting-up our new Polytechnic. I was very interested indeed in the suggestion that a further grant of £600,000 together with the £400,000 promised earlier totalling E1 million might be feasible if it could be matched from Hong Kong's own resources. Since returning to the Colony, I have examined this suggestion further and have discussed the matter with the Governor. In order to put this on an official basis, I have been advised that it will be more appropriate for Sir David to write to Sir Leslie Monson on this subject.

The Polytechnic Planning Committee's delibera- tions are now drawing to a conclusion and we hope to submit our final report to the Governor next month. It will possibly be placed before Executive Council in July or early August and this will no doubt be followed by a good deal of publicity both locally and throughout Southeast Asia. As Sir David must have also pointed out in his letter to Sir Leslie, it would be most fortuitous if an announcement concerning British aid to the Polytechnic could be timed to coincide, or be made in conjunction with the Hong Kong Government's announcement that our plans for the Polytechnic are to be implemented.

In conclusion, may I say that these plans are ambitious and far-sighted and you may rest assured that the community of Hong Kong will spare no efforts to ensure that Hong Kong will have an imaginative and prestigious Polytechnic in which Britain will be proud to have participated.
