1. You will remember that Mr Blaker MP and Mr Fortescue MP visited Hong Kong recently and that I was present when they gave Mr Royle their impressions on their return to London.
2. One of the things they said was that Mr Canning, the Director of Education, was anxious to start a library at the Polytechnic; he had asked whether HMG could help. Mr Royle asked me to look into this.

I have been waiting to see the outcome of our battle with the ODA over the grant for technical equipment. Now that we have won I think we should pursue Mr Canning's suggestion; before writing to Hong Kong we should, I think, clear the proposal at this end. This could perhaps be mentioned at tomorrow's meeting of the FCO Aid Committee. I have no idea how much money would be needed to produce a reasonable nucleus of books for the Polytechnic library. I have in mind, however, something like £500 or perhaps £1,000. If necessary, this money could, I suppose, come out of the £400,000.
