Please see the attached letter from ODA to Mr. Laird.

I remain of the view that we are seriously prejudicing the value of our gesture by touting from industry in the hope of reducing the amount of money to be paid from public funds. I would not in the least object to our saying that HMG will give £400,000 and will seek support from industry, since I can well imagine that the total cost of equipping each institute with British material might well be more than £100,000.
