As regards the Second Report, which deals with the use of Chinese
in oral and written communications between Government and the public, Sir
Hugh said it was hoped its proposals would be put before the Governor in
Council for approval shortly and thereafter to the Finance Committee of
Legislative Council.
On the Third Report, which concerns the use of Chinese in court
proceedings and in legislation, he said it contained many "controversial
recommendations."
The Report would be submitted to Executive Council after
it had been considered in detail by the Chief Justice, the Attorney General
and the departments concerned.
The date on which the Fourth Report was submitted to Executive
Council, and the extent to which its recommendations were adopted, he added,
would depend upon the decisions taken on all the other reports.
The Fourth Report deals with translation and interpretation services
in Government, the educational system and Chinese as an official language.
