Miss Welch of the CT Division of DTI telephoned me this evening to let me know the state of play on Mr Ridley's submission on cotton textiles.

She said that she had heard (admittedly at third hand) that of the options proposed in the submission Sir John Eden "on the whole favoured" option 4 (to continue with the present system of quotas plus tariffs). Mr Davies, however, thought it such an important problem that he wished to have more time to think about it. Drafting on the EPC Memorandum has not therefore begun and it will be impossible now for the matter to be taken by the EPC on 18 November. The earliest it can go to the EPC is 25 November and the affirmatory debate in Parliament might now take place on 29 November.
