include Portugal we would find it difficult to exclude Spain, Greece
and Turkey. In terms of development Turkey is undoubtedly a fully
cligible candidate and Spain and Greece are able to make a case
in terms of comparability with some other developing countries.
But the EEC has already announced its intention to exclude them
initially, and the US will exclude them on account of their reverse
preferences. We must therefore ignore the merits of their claim.
19. It cannot be argued that their inclusion does not have a bearing
on burden-sharing. As the annexes show, our imports of eligible
goods from Spain and Greece are very considerable. Imports from
Turkey are small but it would not be politically possible to include Turkey and exclude the others. Imports from Portugal are larger than from the other three put together and it might be worth including then all in our scheme if there were any real prospect that this would induce the EEC and USA to do likewise, but this/unlikely
on present information. We are therefore compelled to exclude all four countries on the grounds that as the ELC (and USA) excludethem
