unwrought form that is already duty free 7 and 11 million from
Yugoslavia. Hone of the other members export significant quantities
of cligible goods to our market; the main ones are Brazil (85 m.),
Mexico (23 m), Peru (43 m), Liberia (22 m.) and Argentina (£2.6m.).
South Korea's exports were 21.7 m. All these countries will be
included by the EEC and almost certainly by the USA, Japan and
other donors.
17. The same applies to Yugoslavia. Her exports of eligible goods
to the UK are greater than those of most developing Commonwealth
countries and smaller than those only of India, Ghana, Sierre Leone,
Zambia and Figeria. In terms of development she is close to the
four developing members of OBCD and probably well above Turkey.
On the other hand, she is below in por capita income terms,
Venezu la and other oil producing countries. Her position exemplifies
the difficulty of ranking developing countries according to such
criteria. But, since the DC and probably the USA and the other
donors will all include Yugoslavia, we could not be the only major
donor to exclude her. Within the BBC's quotas, however, there are
a number of limitations applying to Yugoslavia, and we shall wish
to take these into account if we are pressed by industry to safeguard
them against unrestricted and duty-free goods from Yugoslavia.

10. These are the four OECD developing members Spain, Portugal,
Greece and Turkey and Halta. Portugal and Kalta already enjoy
