Implementation Dates

As indicated above, the United Kingdom scheme is to take effect from 1 January 1972. The E.E.C. implemented their scheme on 1 July 1971 and Japan will implement theirs on 1 August 1971. No specific date has been set for the inplementation of the U.S. scheme nor has legislation for GFS yet been submitted to Congress. The other GFS donor countries (Canada, New Zealand, Switzerland, Austria, Ireland and the four Nordics) are likely to implement their schemes around 1 January 1972, with lists of beneficiaries similar to those of the E.E.C. and ourselves.

Beneficiaries

Although a number of countries (Greece, Turkey, Fortugal, Rumania, Spain, Bulgaria, Israel, Cuba and Taiwan), other than those mentioned in paragraph 2 above, have also proclaimed their entitlement to beneficiary status, we have not felt able to include then. While the United Kingdon has always supported the principle of self-election for beneficiary countries under the UNCTAD GFS, we have also made clear that our list of beneficiaries could not be significantly longer than that of the other major donors, for "burden-sharing" reasons. In the United Kingdom's case this involves not only the interests of domestic industry, but also those of the developing countries of the Commonwealth, which are being required to share their existing preferential access to the United Kingdom market.

Our choice of beneficiaries is also naturally influenced by our prospective membership of the E.E.C. The beneficiaries of the E.E.C. scheme are the countries of the "Group of 77" and dependent territories which are administered by members of the community or third countries. These territories include all those whose external relations are handled by a member of the Community or a third power. However the E.E.C. made it clear in announcing their scheme last March that they proposed to consult with other donors in 0.E.C.D. about the possibility of including
