TO ROUTINE CERTAIN MISSIONS TELNO. GUIDANCE 165 OF 27 JULY 1971.
U.N.C.T.A.D. Generalised Preferences.
Guidance No. 202 of 17 November 1970 described the agreement reached in UNCTAD on the introduction of a system of generalised tariff preferences (GFS) to be offered by developed "donor" countries to developing country "beneficiaries".
2. The Minister for Trade announced in the House of Commons on 26 July plans to lay before Farliament later this year an Order and Regulations under the Import Duties Act 1958, when it is amended by the Finance Act, to bring the United Kingdom's new arrangements into effect from 1 January 1972, They will be broadly the same as the offer submitted to UNCTAD last year and full details will be published as soon as possible. The beneficiaries of our scheme will be the countries (now numbering 91 in all see paragraph below) in the so-called "Group of 77" in UNCTAD and dependent territories that are the present beneficiaries of the E.E.C. scheme, together with those developing Commonwealth countries not members of the "Group of 77" (i.e. Malta, Fiji, Tonga, Nauru and Western Samoa) (Hansard, 26 July, Written Anawers, Cols 18-19).

You will have seen the article (by CRE1, DTI) in the DPI journal 2 24 March 1971 which explains the history of the UNCTAD Scheme and outlines the proposals of the various donors.. the article was written.
