ANGLO-JAPANESE MINISTERIAL CONSULTATIONS

1. You will have seen from Mr Morgan's circular minute

of 25 May that the annual round of consultations between

the Secretary of State and the Japanese Foreign Minister is to take place in the FCO on the afternoon of Thursday 10 and the morning of Friday 11 June.

Talks between

officials will take place on the morning of 10 June, con-

tinuing if necessary on the afternoon of 11 June. The

Japanese side will include Mr Hirahara and Mr Arita, the

Directors-General of the Bureaux of Economic Affairs and

European and Oceanic Affairs respectively in the Japane se

Ministry of Foreign Affairs (MYFA), with both of whom

Mr Bottomley had talks during his visit to Tokyo last

January.

2. As foreseen in Mr Bottomley's letter of 9 December

1970 to Mr Bell at the Treasury, the amount of time avail-

able for discussion of economic matters is going to be

pretty limited, but in addition to glancing at the general

run of bilateral and multilateral trade and economic

issues of current mutual interest, there is one specific

issue the question of Hong Kong and the Japane se

Generalised Preference Scheme

on which we want to tackle

the Japanese at both ministerial and official level.
