No 91 of 29 January to the Governor in which he
referred in paragraph 3 to discrimination against
Hong Kong in favour of her competitors and took
the view that, to ask the EEC for an undertaking
on this at this stage, might jeopardise their offer
of Preferences to Hong Kong, which/whatever its
at one time deficiencies, offered more than was one thought
making possible. Instead, Mr Rippon proposed including
a statement which recorded in general terms our
continuing concern to avoid/discrimination, and
the Governor in his telegram No 64 of I February
agreed to this statement being made to the EEC.
If we naise this matter once more with the Governor
in isolation, it may/result in him raising the
whole matter of our taking the subject up with the
EEC again.
RECOMMENDATION
In view of this exchange, I recommend that
there is no need to inform the Governor that his
request had been turned down by Ministers.
