PROBLEM

of Hong Kong formally that his eff/request that we

should urge the EEC to exclude entirely textiles

and shoes from their offer of Generalised

Preferences has been turned down by Ministers

ARGUMENT

At the Third Sessionof Consultations with

Hong Kong Government officials on 2 November 1970,

the Governor asked us to urge the EMỠ to exclude

textiles and shoes from their offer of Generalised

Preferences. The UK side were unable to agree to

this proposal and gave reasons for their view.

The Governor, however, did not accept our

arguments against approaching the EEC in this manner

and finally,/you yourself as Chairman stated that

in the last resort it would depend on

Ministers.

Later, a submission of 8 January that we do not

take action as proposed by the Governor was agreed B

by Ministers.

Kong/Director of Industry and Commerce, in London on 29 January the problem of textiles and shoes was discussed As a result Mr Rippon sent telegram
