In telegram no 64 of 1 February in reply the

Governor stated "! ....... I wonder if I might suggest

that the remainder of the statement, while accepting

the general lines and scope of the EEO proposals

(ie basically accepting exclusion from textiles and

shoes and special limits on Hong Kong sensitive items)

should also include an expression of reservation on

the detailed arrangements for the treatment of the

Hong Kong sensitive list

4. From the above extracts it seems clear that the Governor duly accepted the inability of HMG to press the EEC.

for the removal of discrimination against Hong Kong
