1. You asked whether it is clear that the Governor

knows the position regarding the point he raised about.

2. In his telegram No 91 of 29 January to the

Governor Mr Rippon stated:

that they are passing to you the Delegation's

view that such an undertaking would not be

negotiable at this stage and that if we were to

ask for this now we would put at risk a

community proposal which, whatever its deficiences,

offers much more for Hong Kong than we thought

possible a few months ago..

on which we share your concern is to include a

statement in general terms recording our

continuing concern to avoid discrimination (para 3
