Bill to refer to workmen who are members of a Trade Union,
it is necessary to use the work "clerk" to define persons
employed on the staff of a Trade Union. It is not
intended that any obligation will be imposed on "clerks"
which was not imposed on "employees" by the original
Ordinance.
When the Bill is published you will see that a number of
other changes have also been made which I hope you will
agree represent improvements to the original draft.
