GUIDELINES FOR THE GOVERNOR DESIGNATE, HONG KONG
1. Mr Royle asked me to prepare guidelines for my governorship in Hong Kong as a document of reference and to ensure that the office and I were in broad agreement from the start. The resulting paper is attached.

Obviously the paper cannot be definitive, and can only set out what subjects the office and I consider to be of priority for my attention in Hong Kong and, where possible, how we think they might be tackled. But in all cases I can only act or make recommendations after investigation on the spot.
3. To cover the main issues with which the office is concerned the paper has to be rather long, but I hope the index will help. It is divided into three parts viz:

Long term planning (which is graded top secret) Domestic policies
C. Hong Kong and China.
I should be grateful if those concerned would comment or confirm their broad acceptance of these papers on the basis of paragraph 2 above. If anyone wishes to suggest major changes or additions we might consider whether the paper should be rewritten before submission to Mr Royle. of course, available for discussion at any time.

5. In its present form the paper is not suitable for showing to amy member of the Hong Kong government. It should therefore not be referred to directly in any communication to Hong Kong.
6. Perhaps arrangements could be made to detach the top secret section from these papers after this exercise.
