Mr Wilford and myself hast night and subsequently with Sir Murray MacLehose at dinner. I understand from Sir Murray that Mr Royle also agreed with the Guidelines on the basis proposed in paragraph 2 of Sir Murray's minute. Sir Murray asked me at my last meeting with him to secure confirmation that the paper was acceptable as a "Document of Reference". If Mr Royle will confirm this Sir Murray MacLehose would like a copy of it to be sent to himself, marked Strictly Personal Only to be Opened By. He will then keep it in Hong Kong without showing it to anyone there but will use it as the basis of Policy Review in six months time or thereabouts.
