In the course of these consultations the

Governor has propounded certain principles which

he considers should be observed in the selection of

nominees for appointment to the Legislative Council:

(a)

They must have proved themselves to be

people who would not use their position

or special knowledge for personal gain

and who can be trusted with sensitive

information.

They must be well known in the

community before they can command public

confidence.

They must have time to spare for the

Council's work and the considerable

subsidiary activities involved.

This

(a)

means that they need to be in possession

of a reasonable income with a measure of

freedom from other commitments.

They must possess a fair knowledge of

written and spoken English (the Standing

Orders of the Legislative Council

prescribe that the proceedings of that

Council shall be conducted in English).

They should not be people who can be

manipulated by sectional interests.

They must be British subjects.

(There

is no statutory requirement for this, but

to appoint people with no inherent duty

of loyalty would be a dangerous

precedent).
