APPOINTMENTS OF UNOFFICIAL MEMBERS TO THE EXECUTIVE AND LEGISLATIVE COUNCILS

1. Lists are attached showing the present ex-officio,

Official and Unofficial Members of the Executive and

Legislative Councils, together with the dates of their

original appointments, of their latest re-appointments

and the dates of expiry or their present appointments.

It will be seen that the appointments of all

Unofficial Members of both Councils expire at

31 December 1971. It will therefore be necessary for

Sir Murray MacLehose to make recommendations for

re-appointments and d for new appointments to these two

bodies very shortly after he assumes the administration

of the Colony's Government.

3. We have for several years been examining, in

consultation with the Governor, the possibilities of

broadening the basis of selection of Unofficial Members

for appointments to both bodies but more particularly

to the Legislative Council since it has become the

practice in Hong Kong for members of the Executive

Council to be appointed from within the membership of

the Legislative Council.
