ESTIMATES FOR 1972/73: SPECIAL MISSIONS AND SERVICES (FOREIGN & COMMONWEALTH SERVICES VOTE 2 SUBHEAD A1)

1. The detailed estimates of expenditure for the financial year 1 April 1972 - 31 March 1973 will shortly be prepared. I should be grateful to receive from you a forecast of events which are likely to require expenditure from the Special Missions and Services subhead of the FCS Vote.

In general terms the following types of expenditure are chargeable to this subhead: -

a. International Organisations

.costs of delegations to major meetings overseas of UN, C of E,

WEU, NATO, EFTA, CENTO, SEATO etc

ii costs of FCC attendance at Commonwealth meetings at Ministerial

level

(costs of attendance of DS officers at minor meetings (see para 3 below) and costs of permanent delegations are chargeable to the DS Vote)

b. European Economic Committees

c. Ministerial Visits

costs of overseas visits by FCO Ministers, including their attendance at ceremonial events

Rayle d. Governors

i passage costs of Australian State Governors and of their

ADCs; Service pay and allowances on these ADCs

ii passage costs etc of Governors of dependent territories; costs of holiday passages and of educational allowances for children of these Governors.
