In discussion recently with Mr. Wilford and ir Leslie Monson, it was agreed that a letter "sponsored by Mr. Wilford" should be sent as a matter of urgency to the Governor of Hong Kong about Hong Kong's puddinle gayute arrfd future requirements for staff seconded to London. This of course is part of the wider question of secondments both ways and both questions are discussed in Sir L. Monson's two letters of 3 April, 1970, where matters now effectively rest between our- selves and Hong Kong.

With respect, I think that it would be better to give Sir D. Trench a much fuller explanation of what we are now trying to do. The proposals in Sir L. Monson's letters of 3 April envisage an exchange of officers in posts up to and including Grade 5A (it is stated that exchanges in posts above that level would arise very rarely), whereas the exercise on which you are now embarking seems to contemplate an increase in staff in London to meet the needs, or part of the needs, of the Dependent Territories over some unspecified. period.
