In the course of a forward planning exercise here we are

currently considering the whole question of the provision of

administrative staff in the remaining dependent territories for

the next 20 years, for which as you will know the F.C.0. has

recently taken over responsibility. As part of this it is

necessary to examine in detail what provision it might be right

to make for secondments from Whitehall to administrative posts

in Hong Kong and vice versa.

This subject is of course closely related to the question

of staff exchanges which has already been raised between this

office and Hong Kong and which at present rests with Leslie

Monson's two letters in file HKK 25/3, both dated 3 April 1970.

2.5. I realise that this problem has formidable and complex

implications for Hong Kong and you may well need to give it a

good deal more study before producing firm proposals as to your

own wishes and needs and as to what might be done about them at

this end.
