The Secretary of State will now wish to
cend a further letter to ir Johnson. This
kind of enquiry is it is suggested, better
dealt with by discussion rather than by
correspondence because of the type of issues &
information involved. If Mr Royle intens
to discuss the matter with Mr. ohnson, then
it is recommended that the Secretary of
State's letter should be confined to saying
