At the same time, the Secretary of State

sent an interim reply to Mr. Johnson saying that

he had asked Mr. Royle to discuss the matter with

the authorities in Hong Kong during his visit

there;

and that he would write to Mr. Johnson

again after receiving Mr. Royle's report. The

Secretary of State has not yet sent this further

letter to ir Johnson.

Backround

น Mr. Royle discussed the matter with the

Governor in Hong Kong and asked to be provided

with further information in preparation for

discussions with Mr. Johnson. This information

Supplied has now been provided and it includes a Special

Branch report on the activities of dissident ex-

patriates in Hong Kong. It contains an annex

dealing in detail with the particular case of

Lars Ellstrom.

7. The present position is that since June

visa extensions have been refused by the Hong

Kong authorities in the cases of six Americans

and one Swede (Lars Ellstrom). In addition,

two Germans and one American have left the Colony

and will not be allowed to return. One of the

Americans had been convicted of drug offences;

the two Germans and two other Americans had been

convicted of causing obstruction by a demonstration

The Hong Kong Government intends to refuse

extensions in the case of three more Americans when

their visas fall due for renewal.
