I attach the following background notes and briefs for Mr. Rippon's forthcoming' visit to Hong Kong:-

(a) The main comprehensive background note setting out the general position in the Colony. This is, in fact, repeat of the note prepared for the Secretary of State when he assumed office immediately following the General Election. It has been brought up to date where necessary and has been cleared with Mr. Rippon's Private Office. It has been faired.

(2) A background note on defence and internal security matters. This was originally included in (1) above. However, at the request of Mr.Rippon's Office we have separated the defence and internal security aspects (which are classified Secret) from the main brief (which is classified Confidential).' This, too, has been faired.

(3) A draft defensive brief on Kai Tak Airport. This consists of speaking notes and a background note. This draft should be read in conjunction with

(4) a background note prepared by Aviation and Telecommunications Department about KLM and UAA traffic rights at Hong Kong.

(5) A draft defensive brief and certain· visa and immigration matters. This, too, is in the form of speaking notes with a background note. It has been agreed with

Migration and Visa Department who prepared the original paper.

(6) Notes on questions which may be raised at press conferences. These have been based on similar notes which were prepared for the Secretary of State's visit to Hong Kong last April. They are not, however, so comprehensive. They have been cleared where appropriate with Far Eastern Department.

I have as yet not prepared any brief on the defence contribution. There is, however, a speaking note on the subject in (6) above. That note has incidentally been cleared with the Treasury.
