The practice is for the cost of such entertainment to be borne on the Ambassador's frais but he of course may make a case to Personnel Services Department for an ad hoc increase in frais if he feels this is necessary. We can authorise a small amount (say £25) from the Special Missions sub-head for Robin Haydon to cover drink which he may wish to give to journalists.

Finance

The usual arrangements for subsistence will apply, namely, those staying in Embassy houses will be entitled to draw one-third of the standard rate of subsistence. We shall need your advice as to whether anyone accommodated in a hotel can manage on the standard rate or whether we ought to muthorise conference terms. All costs (other than the cost of entertainment) will be a charge to the Special Kissions sub-head of the F.C.0. Vote.
