Transport

8. Our own transport pool should be able to provide all transport necessary for the party, by cutting down on the normal use of the transport by the Embassy staff. This will cause some inconvenience, but as the period in question is comparatively small, we shall try to avoid going to the expense and bother of hiring extra cars.

Presents

9. You probably know that the Japanese are addicted to the habit of giving presents - to each other as well as foreign visitors. We agree that it is desirable to keep the exchange of presents down to the minimum but we feel the Secretary of State cannot avoid doing something in this direction. One suggestion put forward here is that he might bring with him one or more suit lengths of good English cloth which can be presented to the Japanese. It is also desirable that he should bring with him plenty of framed photographs of himself.

Entertainment

10.

Since part of the programme will be in Csaka connected with Expo 70 we do not envisage a large reception for the Secretary of State in Tokyo. At some point in the programme however we expect the Secretary of State will give a formal dinner or lunch at the Residence.

Finance

11.

We agree with the usual arrangements for subsistence for those of the party staying in Embassy houses. However it is difficult for anyone accommodated in a local hotel to manage on the standard rate especially as they may have to call for meals at unlikely hours. We definitely recommend that they should be authorised conference terms.

12. I am copying this letter to the recipients of yours, but you and Mr. Gaminara may agree that it is not necessary to copy to Hong Kong any further letters which have no bearing on the Secretary of State's visit there.
