Consultants Reports
The first Report "Hong Kong Mass Transport Study" was prepared by the Consultants at the direction of the Hong Kong Government and submitted in September 1967. The Supplementary Report was submitted in March 1968 and issued in amended form in June 1968.
The Supplementary Report dealt with the proposed modification and restriction of the original scheme to two phases. The request for this re-appraisal was made by the Hong Kong authorities because (a) figures available made it appear that the population growth on which the original report was prepared is not likely to materialise (b) the cost of the total scheme appeared to be beyond the total natural resources considered to be available.
The Supplementary Report was comparatively brief and it is under- stood that the new Report, which will be received at the end of July, will contain similar, though modified, proposals, but will be greatly expanded in technical and other detail.
The original and Supplementary Reports both appear to have been generally available and it is understood that both can be purchased from the Government printer in Hong Kong. In view of the availability of the Reports and of their extremely comprehensive nature, it is not proposed to precis them here, nor would it appear to be particularly useful to reproduce isolated extracts. They do, however, make out a very convincing case for the adoption of of a mass transit system.
