In addition, r Alan Lightbown, a Director of the HC KM Group,

travelled to Hong Kong from Bangkok and joined in the discussions.

As ir Lightbown visits Bangkok periodically, it was felt that

this would provide a helpful link in maintaining liaison and

affording introductions at a later stage.

Mr J K Blackwell, the United Kingdom Trade Commissioner in Hong

Kong, was responsible for making many of the arrangements for

our meetings out there. He also joined the Mission in most of

its discussions.

Purpose of Mission

The purpose of the Mission was to demons to the Hong Kong authorities the interest of British industry in the project and its

ability to carry it out, and that the United Kingdom financial

sector is in principle also prepared to play its part to the

extent to which it may be able.

It was accepted that as the Hong Kong authorities are awaiting a further report from the Consultants, the timing would be

premature for detailed engineering discussions. On the other

hand, it was felt that a high level Mission at this juncture

might reasonably be expected to pave the way for further

approaches after the Consultants' latest report has been

considered by the Legislative Council and published in Hong

Kong.
