2.1.11.3 Mr. Ho asked if consideration had been given to the employment of consultants for this project. The na man replied that the decision had been taken some time ago that Government should go it alone, as it possessed the necessary expertise, and it would thereby build up a store of knowledge in this specialised field which would otherwise be lost. Since then, however, there had been a pheonomenal growth in both aviation and public works activity, and he felt that the lack of capacity available to meet this increased demand, both in the Public Works and Civil Aviation Departments, was having an adverse effect on the progress of airport development. So far as the Civil Aviation Department was concerned, an examination of the staffing situation had been úndertaken and additional staff would be requested in the departmental submissions for the 1970/71 estimates in order to meet this ever increasing commitment. He wished it to be placed on record, however, that he considered it essential that there should be a careful re-examination of the amount of capacity and expertise which the Public Works Department could make available for Departmental projects, and the priorities accorded to such projects, if progress on essential airport development were not to be subject to serious delays.

Minute 2.1.6 Terminal Building Development. Stage III

2.1.6.1 The Chairman reported that notification had recently been received to the effect that due to circumstances beyond the control of the contractor this project was now subject to one month's delay. Representations had been made to the Public Works Department that although a slippago in the completion date of the less important areas, namely the V.I.P. Rooms and Restaurant extension would not be too serious, extension of the completion date for the public, passenger

2.1.5.2 In relation to Stage III development, the Chairman advised Members that he had received a complaint from Major Stanley concerning existing arrangements for baggage reclaim at the Airport, and he had undertaken to raise the matter at this Meeting. As Major Stanley had not been able to attend, he had decided that the matter be deferred. However a similar complaint had been made at a recent meeting of the Executive Council and the Chairman considered that this should be made known to Members.

Minute 2.1.7 Terminal Building Development, Stage IV

2.1.7.1 Mr. Herries said that the Chairman's remarks in relation to Stage III Terminal Building development had underlined the need for early progress on Stage IV proposals, which he noted were now being processed as a phased programme consisting of twenty four items. The Chairman agreed, but said that although Members had previously been informed (in Paper 1) that the Government Architect was preparing a paper requesting the upgrading of the most urgent of these items to Category A, the Director of Building Development, following a discussion with Hon. Financial Secretary, had pointed out
