Meeting of 12th May 1969
Minute 4.6 Terminal Building Development Stage III
4.6.1 Work on the contract proper commenced on the 1st April 1969 and was proceeding according to plan. Target date for completion was 1st April, 1970.

5.1
Members examined a model showing present proposals for Stage IV Passenger Terminal Building Development, the details of which were explained by Mr. Keep.

Minute 2.1.8 Terminal Building Development Stage III
2.1.8.1 The Chairman confirmed that work on this project was procecding satisfactorily and according to schedule, but warned that conditions in the building were likely to become rather difficult for passengers and the public after closure of the Waving Gallery, and at least until the end of the year.
Minute 2.1.11 Terminal Building Development Stage IV
2.1.11.1 The Chairman said that he had been caused considerable concern by the statement made by the Hon. Director of Public Works to the Legislative Council on 30th July, 1969, relating to Stage IV Terminal Building Development, in which he had said:-

"A great deal of work had already been done
on this investigation and in order to ensure that advantage is taken of the experience gained in other countries, the project architect is, at the end of September, visiting certain major world airports. is, therefore, still a great deal of work to be done and this has to be completed, and the financial implications considered, before there can be any question of the Public Works Department asking for the scheme to be upgraded to Category A in the Public Works Programme.'
The Chairman said that he was unable to draw any other conclusion from this statement than that this project was likely to be subject to considerable delay, at the Public Works level, before even being put forward for Category 'A'. Även allowing for the fact that the senior project architect had left Government service earlier this year the statement raised grave doubts in his mind as to whether the Public Works Department was able to provide sufficient capacity, at an appropriate professional level, for a project of this complexity and urgency. Mr. Lupton said that he thought this was an unnecessarily gloomy view; it was his understanding that the sketch-plans were in fact nearing completion, but he would make enquiries and ascertain just what stage the
