The cost of dredging soft material before reclamation covers the area in front of the existing breakwater. The cost of sand or paper drains covers the area behind the breakwater.
The estimates make no allowance for future dredging to -40 ft. C.D. should this be required. The cost of this is estimated to be $2.1 million for Stage 1, $0.2 million for Stage 2 and $0.7 million for Stage 3.
The cost of surfacing includes allowance for making up levels by 1 ft.
The orders of cost of the other items for developing the site have been based on approximate costs per unit area or length and have not been based on detailed designs.
The orders of cost for plant allow for two container cranes per berth at $6.7 million each. This is the order of cost of a 50-ton-capacity container crane capable of lifting two 20-ft. containers at maximum outreach. These cranes are extremely expensive and smaller ones which can handle 40-ft. containers weighing 30 tons at maximum outreach are available at substantially less cost.
The orders of cost allow for 13 suitable straddle carriers for each berth at a cost of $750,000 each.
Allowance has been made for 47,33 and 50 suitable fork-lift trucks for Stages 1, 2 and 3 respectively at $50,000 each.
12.10 Although the overall estimated cost of the four berths is only about 3% less than the estimate given in the 1966 Report of the Container Committee, the cost of forming the site is over 30% less, whereas the cost of equipping the Terminal is about double.
