MEMORANDUM FOR EXECUTIVE COUNCIL

REPORT OF THE HOUSING BOARD FOR THE PERIOD 1ST APRIL 1968 TO 31ST MARCH 1969 AND ASSOCIATED MATTERS

Introduction

Under an Information Paper dated 8th January 1970 a copy of the Housing Board's report for the period 1st April 1968 to 31st March 1969 was forwarded to Honourable Members for information. A summary of the recommendations and conclusions contained in the Report is at Annex A. B, C, D Also enclosed at Annexes B, C and D respectively are three letters from

the Housing Board on associated matters:

Letter of 4th July 1969 concerning the building programme for Government Low-cost Housing at Kwai Chung;

Letter of 26th August 1969 concerning changes in the rules governing eligibility for the allo- cation of Government Low-cost Housing at Kwai Chung

Letter of 13th March 1970 concerning a manage- ment experiment in connection with the possible conversion of Resettlement to a form of Govern- ment Low-cost Housing (this correspondence is derived from one of the Board's recommendations in its 1967/68 Report).

The Board's recommendations and conclusions covered in Annexes A-D are as follows:

(a)

rents in outlying estates should be proportionately lower than those of the more popular central estates.

(b)

Anomalies in the public transport fare structure should be removed.

(c)

The family income limit for Government Low Cost Housing estates at Kwai Chung should be increased to $700 per month,

Families of two or more persons should be con- sidered for the smallest flats in the Government Low Cost Housing estates at Kwai Chung.

Squatters involved in compulsory clearances should be given the opportunity to opt for Government Low Cost Housing or Housing Authority accommodation if available rather than Resettlement accommodation.
