PHASE III (1977-78)

(i) Structure of Local Administration

Consideration

to be given to the setting up of District Councils.

(ii) Franchise A new franchise to be provided for

District Council elections.

(iii) Composition

(iv)

District Councils: These Councils would have

no official members. Elected members to be

determined at the rate of one for every

100,000 persons in the district. For every

three elected members there should be two

nominated members - one appointed by the

Governor and one by the City Council.

City Council: Ten of the members elected on

a territorial basis should give way to ten indirectly elected members from District Councils.

If District Councils are not

set up, ten of the members elected on a territ- orial basis should give way to ten elected on

a ward basis.

Five nominated members to be

appointed by the Governor.

Five nominated members to be

recommended to the Governor by a two-thirds majority of the elected members of the City

Council.

Functions

City Council: to assume further functions, including additional aspects of education.

District Councils' functions should include

such matters as central welfare services,

bath houses and public lavatories, health inspection of premises, control of vermin and pests, sanitation, noise and nuisance abatement, street names, lighting and cleansing, hawkers and markets.
