4. The Council should be represented by two members
on each of the following bodies:

Board of Education, Transport Advisory Committee, Medical Development Plans Standing Committee, Medical Advisory Board, Town Planning Board. Council should have its own information services
and a law revision select committee.
(v) Financial Responsibility
Council should be given a
proportion of the rates to cover the recurrent costs of the functions proposed; it should also derive revenue from licence fees, etc., and capital expenditure should be covered by grants from the legislature.

PHASE II (1971-72 or 1973-74)
Structure of Local Administration All staff seconded to the Council should become permanent employees of the Council which would then become responsible for engaging all future staff.
(ii) Franchise A new franchise will be required to provide for territorial and ward elections.
(iii) Composition There should be no official members on the Council: officials should attend meetings as advisors or as co-opted members, as required.
The number of elected members should be increased by ten (bringing the total to thirty), to be elected on a ward basis.
No change in nominated members. (iv) Functions The Council should become responsible for urban planning and weights and measures. The Medical Advisory Board should be given certain executive functions.
(v) Financial Responsibility The proportion of rates allocated to the Council should be increased accordingly.
