The latest memorandum reiterates the
earlier recommendations for New Territories
representation on the Executive and
Legislative Councils and employs the same
arguments set out in the memorandum presented
to the Ministèr of State in February 1968,
i.e. drawing attention to the importance to
the Colony of the New Territories in terms
of physical size and for the expansion of
commerce and industry and implying that
because of the remoteness of the appointed
unofficial Members of the Councils the
of the residents of the New Tersilómes interests are not given sufficient
consideration.
The Heung Yee Kuk are merely repeating
the same arguments to which replies have
already been given. There is little
likelihood in the forseeable future of the
possibility of any significant constitutional
or representional changes being made in
Hong Kong. In the circumstances we can
only draw the attention of the Heung Yee
Kuk to our previous reply on this subject.
