A recommendation for representation by New
primarily
Territories residents (i.e. members of the
Heung Yee Kuk) on the Executive and Legislative
Councils was previously raised by the Heung
Yee Kuk Delegation to this country in February
1968. On that occasion memoranda were handed to
the then Secretary of State for Commonwealth
Affairs and to the Minister of State setting out
in some detail the case for representation. At
a meeting with the Minister of State the
memoranda were discussed with the Delegation and
the Minister gave his views on the manner and
extent to which constitutional and political
changes might be introduced in Hong Kong. А сору
of the memoranda was sent to the Governor of
Hong Kong and his comments were sought on this
issue.
In the meantime a further memorandum was
addressed to Mr. Royle by the Heung Yee Kuk
covering a number of the points raised in the
earlier memoranda and included the recommendation
at paragraph 6 that the Heung Yee Kuk should
have unofficial representation on the Executive
and Legislative Councils. Agreed replies to
these memoranda were sent through the Governor
to the Heung Yee Kuk in March of this year
explaining that members of the Executive and
Legislative Councils are not appointed on a
geographical basis; that the interests of the
New Territories are not included; and drawing
attention to the availability of the Unofficial
Members of the Executive and Legislative Councils
Office to the Kuk and residents of the New
Territories.
